The Karta Team brings solid Federal Government, DoD and commercial "best practice" experience, additional customer base to market the OPM TMA contract, and extensive personnel capabilities. Sevatec - a Virginia-based firm, is an 8(a) small disadvantaged business that provides strategic business and technical solutions for government and commercial organizations. Sevatec was selected as a prime contractor for the OPM GoLearn IDIQ contract to establish a Program Management Office (PMO) to support participating government organizations align learning strategies with Agency missions. Specifically, Sevatec defines strategic objectives related to learning management, learning content management, employee performance management, organizational development, content development, and other human capital management needs. Visual Purple - a California- based small business, is the first e-learning company to provide world-class decision based simulation training to the U.S. Government. Their simulation tools use a reality based interactive training engine. For example, Visual Purple developed a simulation for the FBI to help train their Special Agents in Charge on items that must be considered before and during a terrorism threat. Sharpshooter Training, LLC - a Virginia-based firm, is a woman-owned small business specializing in the application of Instructional Systems Design (ISD)/Systems Approach to Training (SAT). For the past 20 years, Sharpshooter has supported various clients in the analysis, design, development, implementation, and evaluation of training materials and training programs. Work includes: front-end analysis (including mission and job/task analysis) to determine training needs; development of lesson plans, student handouts, media, programs of instruction (POI), storyboards supporting distance learning/multimedia training, and computer-based training (CBT) programs delivered via the Web and CD-ROM; development of test items, examinations, and data collection forms; and cost-benefit analyses employing statistical analysis of results.
